Sir,
I have the honor to acknowledge the receipt of your letter of the 12th Instant, and with reference to the qualifications of the two gentlemen named as being recommended by me for Offices in the list of Hong Kong, I would observe as follows:
Mr. B. L. Xavier became well known to me from being engaged here as Extra Clerk for two years, and I formed a highly favourable opinion of his probity, intelligence, and capacity for work. I have recommended him for permanent employment in the Royal Mint, provided he be not required to go to Hong-Kong.
